进口可以申请一张证书多批次使用。进口许可证实行“非一批一证”，每证在有效期可多次报关使用，较多不**过12次；有效期一般不**过一年，**期重新申请；跨年度使用时，在有效期内只能使用到次年3月31日，逾期换证。

2、两用物项和技术进出口许可证有效期一般不**过一年，逾期自动失效，特殊情况跨年度使用时，有效期较长不**过次年3月31日。 3、两用物项和技术进出口许可证一经签发，不得擅自更改证面内容。如需对证面内容进行更改，进出口经营者应当在许可证有效期内向相关行政主管部门重新申请进出口许可，并凭原许可证和新的批准文件向发证机构申领两用物项和技术进出口许可证。 |
4、两用物项和技术进出口许可证填制时证面的进出口商、收发货人应分别与报关单的收发货人、消费使用单位/生产销售单位相一致。 |
5、两用物项和技术进出口许可证实行“一证一关”管理，即只能在一个直属海关报关。 |
